The Opportunity

The Global Partnership to End Violence against Children is seeking an experienced resource mobilization / fundraising professional to lead and implement public donor focused fundraising efforts for its Safe Online priority initiative, contributing to Safe Online strategic goal of increasing investments in tackling online Child Sexual Exploitation and Abuse (CSEA). This includes both nurturing existing donor relations, as well as identifying new funding opportunities and converting pipeline donors into financial commitments. S/he is expected to assume full day-to-day management responsibility over resource mobilization and work closely with the Safe Online Director and Safe Online team, as well as with the senior leadership of End Violence, including the Executive Director and Deputy Director.

The successful candidate will have significant resource mobilization experience primarily with public donors and within the international development context. Experience with private sector donors, foundations and innovative financing would be an asset. We are seeking a highly diplomatic and entrepreneurial individual who is comfortable taking initiative and who thrives in a fast-paced environment.

The End Violence Partnership has four priority initiatives:

Works with countries through the process of Pathfinding and ending corporal punishment, whereby governments commit to ending violence against children by implementing evidence-based solutions such as the INSPIRE strategies.

Builds on existing efforts to ensure children are safe in and through schools via the Safe to Learn initiative, backed by a growing coalition of partners and countries who endorse its Call to Action.

Strengthens the network of organisations working to keep children Safe Online by leveraging its network of grantees and partners to influence global policy debates and investing in models and solutions to tackle child online sexual exploitation and abuse (CSEA).

Since 2001, the Global Initiative to End All Corporal Punishment of Children (GI) worked to end corporal punishment, advocating for full and comprehensive law reform to prohibit violent discipline, raise awareness about the issue, and monitor law throughout the globe. In September 2020, the Global Initiative became part of the End Violence Partnership, allowing the organisation's essential work to continue under the new name End Corporal Punishment.

About the Safe Online Initiative

The Safe Online’s investment portfolio has reached US$48 million, funding 60 projects focused on preventing and eliminating online CSEA with impact in over 70 countries. The investments range from supporting programs at country level, large-scale research projects (e.g. Disrupting Harm), to designing new and scaling-up existing technology-based solutions. Beyond investing in individual projects, the Safe Online initiative (Safe Online) has built a strong collaborative network of partners who are working to share the knowledge, learnings and solutions in this field to maximize collective results for children at risk and those who are victim of online CSEA. Safe Online is also increasingly contributing to global policy discussions on child online safety with governments, tech industry, regulators, and others, ensuring that the safety of children is at the heart of intersections between connectivity and safety; privacy and protection; and technology and human rights.

Key Tasks and Responsibilities - Resource Mobilisation

Work with the Safe Online team and End Violence leadership to develop and implement strategies to meet annual and long-term resource mobilisation goals by leveraging existing projects and relationships and identifying and building new ones.

Identify and cultivate a suitable set of public donors, to support Safe Online’s strategy and programs by conducting independent research and building existing relationships and insights around accessing funding related to child sexual exploitation and abuse (CSEA), child protection, child online safety, digital technologies and connectivity, cybersecurity, etc.

Contribute to maintaining and updating of a database of current and prospect Safe Online donors in End Violence's platforms (SharePoint).

Develop and deliver reports and other donor/prospect communications to complement Safe Online’s strategy and partner engagement & advocacy activities.

Take a lead in organizing and coordinating events for donors.

Brief the Safe Online director, End Violence senior leadership (Executive Director and Deputy Director) and other team members in preparation for meetings/workshops with prospects and donors. When appropriate, lead those meetings and introduce Safe Online to new donors/partners and ensure appropriate follow-up.

Work closely with the Safe Online Comms lead and the team to develop compelling communication materials for partners and new and existing donors.

Work closely with other End Violence teams, such as Safe to Learn, Pathfinding, Corporal Punishment, Communication and Advocacy teams, in order to ensure overall alignment and positioning of Safe Online Initiative within wider End Violence resource mobilization efforts

Attend donor meetings and grant workshops and interact with and respond to questions from government and donor representatives.

Donor Stewardship/retention and diversification

Develop and maintain professional relationships with both current and prospective donors;

Develop and coordinate the implementation resource mobilization strategies for specific target donors.

Build a strong and strategic pipeline by co-developing and writing compelling project proposals and managing relevant processes.

Convert pipeline donors into financial commitments.

Develop strategies to encourage new or increased contributions from existing donors;

Develop and adapt innovative approaches for resource mobilization with public donors through the analysis of development giving trends and innovative finance models.

Lead on the preparation of progress and final donor reports, by compiling necessary information, closely working with the grant management team and the Safe Online comms lead.

Track donor engagement through internal tools and in collaboration with other End Violence workstreams.

Expected Results (Measurable Results)

The consultant is expected to deliver the following key results by the end of the contract period:

Develop and operationalize short, mid- and long-terms Safe Online resource mobilization plans in line with the new Strategy, focusing primarily on the most promising public donors - Q2 & Q3 2022

Support with coordination and organization of the 2nd Safe Online Donor Convening, to be held on 31 May 2022 in Brussels - Q2 2022

Define and execute a Safe Online Donor Convening-specific follow-up plan for engagement with the donors  - Q3 2022

Develop an analysis of prospective donors (focus on public donors), including an assessment of innovative approaches to resource mobilization  - Q3 2022

Develop core set of resource mobilization materials to be used in outreach efforts (a modular PPT deck and information sheets) - Q4 2022

Develop a plan for increased contributions from existing donors, including donor specific proposals  - Q4 2022 & Q1 2023

Contribute to the cultivation of, at least, five new potential donors, including drafting proposals- By Q1 2023

Write donor reports and contribute to the Safe Online Annual report  - By Q1 2023

Maintenance and updates to the database of current and prospect donors of Safe Online using End Violence's IT platforms (e.g. SharePoint) By Q4 2022

  Management and Coordination of Contract

The contract is expected to commence in May 2022, for a total duration of 11.5 months. The consultant will be supervised by the Safe Online Director. S/he will be hired on a full-time basis on a UNICEF consultancy contract. S/he will contribute to a culture of professionalism that emphasizes curiosity, learning, collaboration and delivery. While the End Violence Partnership is based primarily in New York, COVID-19 has prompted remote and more flexible working, and we do not expect to return to full-time office-based working. Therefore, the consultant may be home-based. As and when business travel is possible, some international travel may be required. End Violence staff are encouraged to consider the impact of carbon emissions when making business decisions that may involve travel.

Payment Plan

Monthly payment, based on satisfactory delivery of tasks and progress reports, approved upon monthly review with supervisor.

Consultant is responsible for their own health insurance, and for assuming the costs for obtaining visas and travel insurance as necessary.

Consultant is eligible for standard DSA for all work-related travel.

Qualifications and Experience

An advanced university degree (Master's or higher) in Social Sciences, International Relations, Government, Public Policy, Social Policy, Social Development and other relevant disciplines. (a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced university degree). Specialized training in Resource Mobilization in the international development sector will be considered an asset.

Eight years of relevant professional work experience in a resource mobilization capacity is required, with a focus on public fundraising and partnerships for international development and ideally children’s rights.

Experience in international donor relations is required, with a special focus on public donors and deep understanding of the donors cycles, processes and structures;

Experience with private sector and/or private foundation donors is an asset.

Previous experience of fundraising for global partnerships or non-for-profit organisations in particular in the areas of systems and policy change is an asset; previous experience with Multi-Partner/Donor Trust Funds or similar funding mechanisms will be considered a strong asset

Proven ability to develop effective long-term strategic fundraising plans and relationships;

Previous networks/connections within the Resource Mobilization field will be considered a strong asset;

Experience and knowledge on frontier technologies would be considered an asset.

Confidence, diplomacy and savvy in engaging with high-level partners and stakeholders.

Experience of the UN context and the role of the UN, its entities, and hosted funds are desirable.

Strong project management skills with proven ability to appropriately allocate time and resources, as well as foresee risks and allow for contingencies when planning;

Demonstrated ability to identify and seize new fundraising opportunities, formulating new fundraising strategies and models;

Strong verbal, written and presentation skills in English is required; knowledge of Spanish, French, and/or other UN languages is desirable.

Strong organizational and process-management skills and a keen ability to deliver against multiple priorities and deadlines, as well as monitor multiple tasks and actors while keeping people on task.

Ability to work in a diverse, multicultural, and highly collaborative environment and the ability to work flexible hours as-needed to serve a global organization with diverse time zones.
